Direct-to-device satellites will extend mobile networks, but the carrier is likely to remain the company that decides when and how space reaches the phone.
The Federal Communications Commission’s March 2024 framework makes that hierarchy unusually clear. Its “Supplemental Coverage from Space” rules allow a satellite operator to use terrestrial mobile spectrum only through a partnership with a wireless carrier that holds the relevant rights. The satellite can serve customers outside a carrier’s ground coverage, but it does not arrive with an independent route to those customers. That structure turns spectrum into more than a technical input. It becomes the gate through which an orbital network enters everyday telecom. The carrier already manages authentication, billing, network priorities, and the systems that decide whether a phone is connected. AT&T’s agreement with AST SpaceMobile shows how deeply that dependence can run. Announced on May 15, 2024, the agreement extends to 2030, and AT&T said it would continue working with AST on development, testing, and troubleshooting. Its head of network was also set to join AST’s board, placing the carrier close to the technical decisions behind the orbital layer. For satellite companies, this creates a commercial trade-off. A carrier partnership can put space-based coverage inside an existing mobile plan, where customers may not need a new device or a separate brand. The FCC’s rules further place satellite operations behind terrestrial mobile use, requiring protection against harmful interference rather than giving orbit equal control of the channel.
